AGRICULTURAL WASTE REGULATIONS
In England and Wales consultation took place during 2005 on amendments to the Waste Management Licensing Regulations, bringing farm-derived wastes into line with other industries. The Waste Management (England and Wales) Regulations 2006 apply from 15 May 2006.
These Regulations are being implemented to satisfy the EU Waste Framework Directive and Groundwater directive. Waste from agricultural premises, previously excluded from the definition of “controlled waste” will now be regulated in the same way as other industries.
Wastes included are those that cannot be recycled to land such as empty containers, plastics, tyres, batteries, engine oil, building materials etc. Animal carcases and agricultural wastes: faecal matter and other non-dangerous substances used in farming are excluded.

Incinerators
These notes are intended as guidance for Defra and State Veterinary Service officials and for incinerator operators. They are likely to be subject to some revision in the light of experience gained. The most recent version of the guidance will be available from the Defra Animal By-Products website.
Pollution Prevention and Control Act gives effect to the Pollution Prevention and Control (PPC) Regulations. Regulations came into effect in August 2000.
- IPPC effects installations with a capacity for 2000 and above producer pig places (greater than 30 kg) or 750 and above sow places.
- New or ‘substantially changed’ units are affected as soon as they are operated.
- Covers farm management including use of animal feed, housing design, manure management (storage and spreading), emergency planning, noise and odour management and resource use (such as water and energy use).
